The Attorney General, Ahmed Usham has emphasised that ensuring the sustainability of social security systems is essential to maintaining public confidence in an era of rapid global change.
At the opening ceremony of the International Social Security Association (ISA) Technical Seminar, the Attorney General's remarks highlighted the multifaceted challenges facing social security frameworks worldwide and underscored the necessity of comprehensive reform to address evolving societal needs.
Speaking at the seminar, Attorney General Usham highlighted the significant pressures currently facing social security systems across the globe. He identified demographic shifts, transformations in labour markets, widening economic inequality, and the relentless pace of technological advancement as the primary forces testing the resilience and effectiveness of existing structures. According to the Attorney General, these interconnected challenges demand a coordinated and forward-thinking response from policymakers and institution leaders alike.
The Attorney General drew particular attention to the fact that the effectiveness and sustainability of social security systems extends far beyond mere financial considerations. While adequate funding remains crucial, he emphasised that robust institutions, comprehensive legal frameworks, and trustworthy governance structures form the essential foundation upon which viable social security systems must be built.
"Social security systems should be based on strong legal frameworks and forward-looking policies," he said, reinforcing the need for adaptable and progressive policy approaches.
Attorney General Usham also characterised the improvement of institutional sustainability and capacity as fundamentally connected to the protection of citizens' fundamental rights and security. He warned that neglecting these institutional aspects would leave systems vulnerable to threats that could compromise their operational integrity and legal standing.
The Attorney General stressed that fair, transparent, and accountable systems represent the cornerstone of effective public service delivery, enabling institutions to fulfill their responsibilities with both confidence and unwavering integrity.
