President Muizzu's Civil Service Picks Sent to Committee as Parliament Opens Review

Parliament has opened formal deliberations on six candidates nominated by President Dr Mohamed Muizzu for appointment to the Civil Service Commission, as the terms of three sitting members approach their scheduled expiry.

The nominations were submitted in accordance with constitutional procedure and have been referred to the Committee on Independent Institutions for detailed examination. This follows the impending conclusion of five-year terms for Commission President Mohamed Nasih and members Mohamed Farshath and Fathimath Shareef, all of whom are set to vacate office on 3 September.

Under the framework governing independent institutions, the president is required to propose replacements when a member’s term expires. Candidates are typically drawn from a pool of qualified applicants who respond to a public call for submissions.

In this instance, President Muizzu has nominated six individuals for three available seats on the Civil Service Commission. The candidates will be reviewed sequentially, in the order submitted by the president. The nominees are Mohamed Nasih, Dr Hussain Faiz, Dr Dheeba Moosa, Badhuriyya Moosa, Dr Fathimath Muna, and Aminath Umm Kulthum.

The Speaker of Parliament has since referred the list to the committee, which is tasked with conducting a comprehensive evaluation of each nominee’s credentials and suitability. Upon completion of the review, the proposed appointments must be endorsed by a vote on the parliament floor before the president may proceed with formal designation.

The Civil Service Commission is constituted as a five-member body, with each member serving a term of five years. Its current composition includes President Mohamed Nasih, Vice President Mohamed Mujthaz, and members Mohamed Farshath, Fathimath Shareef, and Fathimath Habeeba. The incoming appointments will fill the seats vacated by Nasih, Farshath, and Shareef.
