In the 10-page document, he underlined a plan to develop healthcare to the quality of services seen in the most developed countries. As such, he proposed to increase the benefits available for professionals working at private hospitals and clinics in the Maldives. He also proposed to improve the facilities at Indira Gandhi Memorial Hospital (IGMH).

Additionally, Zameel pledged to establish quality healthcare services for the residents who would be moving to Gulhi Falhu and Giraavaru Falhu as well as review and reform Aasandha, the national health insurance scheme. His manifesto also includes policies to stop the drug trade and provide rehabilitation services to allow drug addicts to become productive members of society.

Furthermore, Zameel's education policy focuses on preparing school students for the work environment instead of teaching them to pass tests. The education policy also encompasses the cultivation of critical thinking skills and the nurturing of talented students.

Moreover, Zameel pledges to make special therapy services available for students with disabilities in their learning environment and pay stay-at-home parents to care for their children in order to increase family prosperity and encourage the population to increase. He also called for improving services provided to the elderly and disabled and making sure their benefits scale with the market prices for essential services and products. He further proposed to review and reform the staple food subsidies as well as identify and provide electricity and water subsidies to those who need them.
