The pivotal contributions of local councils to community empowerment and the advancement of decentralised governance in the country are commendable, Minister of Cities, Local Government, and Public Works, Adam Shareef Umar, has stated. His remarks came during the inaugural session of the 'Rahvehinge Salla' forum held in Ukulhas, Alifu Alifu Atoll.
In his address, Minister Umar described the councils' achievements as transformative. He noted that while decentralisation is rooted in Maldivian history, it gained substantial authority and recognition with the enactment of the current constitution. The minister pointed to the councils' wide-ranging initiatives, crediting them with strengthening the decentralised governance framework and building trust among the public.
Highlighting the administration's policies, Minister Umar underscored efforts to empower councils through fiscal autonomy and an expansion of their jurisdictions. These steps, he explained, have enabled councils to spearhead economic ventures and implement development projects, resulting in measurable progress for local communities. The outcomes, he observed, reflect a proactive approach to regional welfare.
Central to this effort, the minister stressed, is the 'Rahvehinge Salla' forum, designed to facilitate discussion and innovation within the decentralised governance structure. He expressed confidence in the forum's ability to foster public participation, identifying it as a critical element in overcoming challenges faced by councils. The platform, he said, aims to promote collaboration between councils and their constituents.
Minister Umar also acknowledged the leadership of President Dr Mohamed Muizzu in advancing decentralisation and supporting councils' financial independence. He noted that the administration remains steadfast in its commitment to building a governance model that prioritises citizen empowerment. "I am confident that, to enhance the decentralisation system, the forum will host deliberations aimed at seeking consultation from constituents on approaches to address the challenges confronting local councils," he remarked.
In concluding his remarks, the minister affirmed the administration's dedication to consolidating the decentralised framework. He highlighted ongoing efforts to establish councils as key agents of progress, praising their role in fostering a culture of active citizen participation.
