A framework will be established for a revolutionary digital transformation under the guidance of President Dr Mohamed Muizzu. The decision was made following discussions at a Cabinet meeting, based on a paper presented by the Ministry of Homeland Security and Technology.
The Cabinet agreed to strengthen the Government’s technology governance to enhance the Information and Communication Technologies (ICT) sector’s contribution to the Maldives’ productivity index. The initiatives aim to maximise the benefits of the digital economy, accelerate the country’s digital transformation journey, and bring revolutionary change to the ICT sector.
As part of the approved initiatives, modern legislation will be introduced to complete the regulatory framework necessary for expediting national digital transformation projects. A conducive governance structure in the ICT sector for economic development will also be established.
Additionally, the creation of an ‘Interoperable Open Data Sharing Platform’ to facilitate seamless data exchange between government agencies, and designating specific government bodies to maintain centralised registers and repositories that serve as the fundamental ‘Single Source of Truth’, was also approved.
The government will also focus on developing and implementing national-level central platforms to deliver citizen-centric services and strengthen the e-Government system. The digitalisation of services provided by all government agencies and state-owned companies is also expected to strengthen and expand the existing e-Government infrastructure.
To ensure secure management of government data, a National Sovereign Cloud will be established, expanding data centre capabilities and enhancing the digital archive system. A secure electronic identification system, e-Faas, will also be introduced, ensuring compliance with international standards, along with the implementation of digital signatures.
In addition to infrastructure developments, the government aims to build a digitally competent workforce by integrating advanced technology modules into school curricula, providing training in emerging technologies, and establishing a dedicated research, development, and innovation fund. A ‘Local First’ policy will also be introduced, prioritising Maldivians in the procurement of ICT and other technology services for government requirements.
An Innovation Hub will also be established to foster research and innovative solutions in the technology industry.
During the Cabinet meeting, Ministers discussed detailed implementation strategies and established timelines for achieving these objectives.
