CSC denies withholding recruitment permits to local councils

The Civil Service Commission (CSC) has denied claims that it is withholding recruitment permits to local councils. The statement was made by CSC in relation to claims that local councils are not receiving the required permits from the commission to recruit new staff.

In its statement, CSC noted no permits are required to recruit staff which are already included as part of the existing functional structure of local councils. CSC said this has been communicated with all local councils, noting councils are responsible to fill vacant positions under their existing structure after acquiring the approval of the Ministry of Finance.

Furthermore, CSC noted a permit from the commission is only needed when a recruitment has to be made outside the existing functional structure of councils, on contract basis or for a specific job. CSC said it is issuing the permits for such recruitments as soon as the relevant information is shared by the councils. The commission denied claims any permits have been withheld.

CSC also noted the policy on formulating the functional and administrative structure of councils was prepared in collaboration with the Local Government Authority (LGA) and published. CSC stated councils are responsible for forming their administrative structures in accordance to this policy.
